AB 32 should be implemented consistent with these Six Principles:

Nonpartisan Legislative Analyst's Office Identifies Weaknesses in CARB's Economic Analysis

"Assembly Member Niello's request to the California's Legislative Analysts's Office, a nonpartisan fiscal and policy advisor, regarding CARB's draft Scoping Plan for the implementation of AB 32 (the Global Warming Solutions Act of 2006) concludes that to ensure AB 32 is implemented cost-effectively and efficiently that the economic analysis weaknesses identified in the LAO report must be addressed.

Learn more about energy efficiency of new and existing buildings from the AB 32 GREEN BUILDING CARBON CREDIT / CARBON FOOTPRINT STUDY.

As part of the AB 32 process, several major Real Estate Groups including CBPA, ICSC, NAIOP, and BOMA California have funded efforts to quantify energy efficiency of new and existing buildings, and to think through the most efficacious way to incent energy efficiency under the regulatory scheme.
